Take the Free Culture Diagnostic →The 30-Day Operational Diagnostic.
Every client relationship starts the same way: the 30-Day Operational Diagnostic, a paid, fixed-fee engagement that shows you exactly where your organization stands. I walk your floors, interview your leaders and your front line, and map the gap between what leadership believes is happening and what is actually happening. You receive a board-ready readout: a prioritized stabilization plan with owners, timelines, and the two or three metrics that matter most.
When it matters most, you need an operator, not an observer. The first conversation is confidential and costs nothing but thirty minutes. You will leave it with a clearer read on your organization than you walked in with.
What This Looks Like In Practice.
Two departments. One hospital. Never done before.
When the Department of Defense and the VA merged their North Chicago hospitals into the Captain James A. Lovell Federal Health Care Center, no full merger of two cabinet-level departments had ever been attempted. I was responsible for moving 3,000 military and civilian employees into a single command structure across two personnel systems, union agreements, and Navy readiness requirements. The integration held. It remains the only one of its kind.

I joined a tri-state health system carrying a budget deficit, nurse turnover among the highest in the nation, and rising congressional inquiries. Three years later: retention up 20 percent, contract labor cut 30 percent, accreditation earned under the Joint Commission’s newest and strictest survey standard, and recognition as a 2020 C-Suite Executive of the Year.
Read how the first 90 days work →When the worst happens, tell the truth first.
When my health system discovered a pathologist whose errors had harmed patients, I stood before three states’ congressional delegations and the veterans’ organizations and disclosed it myself. Then I led one of the largest clinical accountability reviews in VA history, 33,806 cases, while employee engagement rose above national benchmarks. Trust is not a value on a poster. It is what you do on the worst day.
Read about leading on trust →One Standard. Every Organization.
The name is the framework. C3PT: Communication, Collaboration, Culture, Perseverance, Trust. The C3PT Operating System has been deployed across government, military, healthcare, faith-based, and corporate environments. Culture sits at the center because culture is the strategy. Every engagement begins and ends with it.
Clarity, transparency, and the flow of truth. Direction is consistent. Decisions are explained, not just announced. Feedback from the frontline is sought and acted on.
Breaking silos and building shared purpose. Teams solve problems together instead of protecting territory. Leaders model collaboration, not competition.
The operating system beneath the org chart. The nucleus, Communication and Collaboration build it. Perseverance and Trust sustain it. Values are lived daily. High performers stay.
Sustaining the work when it gets hard. Change is followed through to completion. Setbacks are met with resilience and clear next steps, not blame. Standards hold under pressure.
The currency that makes everything else possible. Leadership acts in the organization’s best interest. Mistakes are admitted openly. Commitments are kept.
“Communication and Collaboration build Culture.
Perseverance and Trust sustain it.”

Kelvin L. Parks is a retired United States Navy Chief Petty Officer with twenty years of service. He went from the uniform to the boardroom, serving as COO and CEO across VA medical centers and private-sector hospitals. Over a 16+ year healthcare career, he led eight hospitals across seven states, representing a combined operating budget of roughly $1.25 billion and more than 6,000 employees. His largest single command was CEO of a $580 million VA academic medical center with more than 1,800 employees.
He is the Founder and CEO of C3PT Executive Solutions LLC, an SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) consulting firm built on a five-discipline framework developed across two decades of practitioner-level leadership, not theory, not a whiteboard, not a workshop.

The Organizations That Get Results.
C3PT engagements are not for every organization. They are for leaders who are ready to do the work. If the following describes your situation, we should talk.
- Culture has eroded and leadership cannot identify the root cause
- A leadership transition has created instability or a power vacuum
- High-performing talent is leaving and no one understands why
- A critical incident has exposed operational or governance gaps
- The board or ownership group needs independent executive oversight
- Strategy is sound but execution is consistently falling short
- Survey readiness, accreditation, or regulatory compliance is at risk
What You Can Expect
Kelvin Parks does not arrive with a slide deck and a pre-packaged solution. He arrives with questions, observation, and a commitment to understanding your specific organization before recommending a single action.
Every engagement is customized. Every recommendation is grounded in what he has actually seen work across government, military, healthcare, and faith-based environments at scale.
