Kelvin L. Parks is a retired United States Navy Chief Petty Officer with twenty years of service. He went from the uniform to the boardroom — serving as CEO and COO across VA Medical Center facilities and for-profit hospitals, with a combined portfolio exceeding $1.25 billion, leading eight facilities in seven states, with direct oversight of more than 6,000 employees.

He is the Founder and CEO of C3PT Executive Solutions LLC, a Veteran-Owned consulting firm built on a five-discipline framework developed across two decades of practitioner-level leadership — not theory, not a whiteboard, not a workshop.
